In general the main sewer lateral line of the home (described as the sewer line from the house to either the city main or septic tank entrance) is the responsibility of the homeowner. Locating the tank and drain field. Scoping the lateral line from the tank to the home. Inspecting the inlet and outlet baffles. Observing if the drain field is "drinking" water. Performing a "sludge" test to see if the tank is in need of service.
